The Public Health Act B.E. 2535 (1992) is the primary law governing noise nuisance in Thailand. Under this Act, any person who creates a noise nuisance that is likely to be injurious to health or causes a nuisance to others is subject to fines of up to 25,000 Baht. Local authorities — including district offices (สำนักงานเขต), municipalities (เทศบาล), and the Pollution Control Department (กรมควบคุมมลพิษ) — are empowered to investigate and penalise offenders.

How to File a Noise Complaint in Thailand
- 1. Document the noise: Record dates, times, frequency, and duration. Use a decibel meter app to capture sound levels as supporting evidence.
- 2. Contact the source directly: If safe to do so, speak politely with the noise source first. Many complaints are resolved at this stage.
- 3. Report to your local authority: Contact the district office (สำนักงานเขต) or municipality for your area, or call the government hotline 1111. For factory or industrial noise, contact the Pollution Control Department on 1650.
- 4. Escalate if needed: If local authorities do not act, you may submit a formal complaint to the Pollution Control Department, the Department of Industrial Works, or seek legal advice about civil action under the Civil and Commercial Code.
